2016 FDOT D4 Level of Service Report

The purpose of this report is to document the existing 2016 daily LOS along major roadways in the five counties within Florida Department of Transportation District Four (FDOT D4): Broward, Palm Beach, Martin, St. Lucie, and Indian River.  The 2016 existing LOS are derived for:

  • Strategic Intermodal System (SIS) corridors - Florida’s high priority network of transportation facilities important to the state’s economy,
  • State Highway System (SHS) corridors - roads under the jurisdiction of the Florida Department of Transportation, state-chartered expressway authorities, and other state agencies,
  • Florida’s Turnpike System - obtained from the Florida’s Turnpike Enterprise (FTE), and
  • Other major county and city roadways.

This report presents usage of LOS information and summarizes data, methodology, and references utilized to develop LOS and LOS maps of the five counties.

In addition to LOS, this report provides estimated annual average daily traffic (AADT) and number of lanes information of 2016 existing conditions along SIS, SHS, and major non-SHS facilities.

SE FL FSUTMS Users Group Meeting- March 10, 2017

FDOT D4 will provide 2.5 hour training on the region's STOPS planning model implemented for transit corridor studies. The model covers three counties in Southeast Florida: Miam-Dade, Broward and Palm Beach. It has been made available to the region's public agencies and consultants for generating transit ridership forecasts on the upcoming fixed guideway projects in the region, including Bus Rapid Transit, LRT, HRT, commuter rail and streetcar projects.

The training will focus on the following topics:

  • Provide brief overview of the model's interface and set up
  • Provide detailed information on the assembly and development of model input data
  • Provide overview of regional calibration results
  • Identify additional tasks/updates users need to perform to apply the model for a specific corridor
  • Discussion on model application for two corridors

Southeast Florida User Group - STOPS Planning Model Overview

The training will be held at FDOT D4 HQ Auditorium (3400 Commercial Boulevard, Fort Lauderdale, FL 33309) on March 10, 2017. Although not required for the training, attendees are encouraged to bring their own laptop containing model files from a previously run regional STOPS model. The model and documentation can be downloaded using the link below:

SEFL STOPS Planning Model

Southeast Florida (SEFL) STOPS Planning Model is a STOPS model for the tri-county region. The model covers West Palm Beach, Broward and Miami-Dade Counties. As part of this effort, an user interface has been developed to automate the preparation of certain STOPS input files for any fixed-guideway transit project in the tri-county region. In addition, the user interface also helps in extracting tables from the STOPS output report file for post-processing in Microsoft Excel.

SEFL STOPS Planning Model can be downloaded:
