Intelligent Transportation Systems (ITS) planning requires the use of tools to assess the performance of ITS deployment alternatives relative to each others and to other types of transportation system improvement alternatives. A Florida Department of Transportation (FDOT) project developed a sketch- planning level tool, referred to as the Florida Intelligent Transportation System Evaluation Tool (FITSEVAL).
This tool was developed within the FSUTMS/Cube environment, allowing a flexible, user friendly, and consistent evaluation of ITS deployment alternatives. The FITSEVAL tool can evaluate more than ten types of ITS deployments and produce various performance measures including mobility, safety, energy, emission, and other user/agency specific measures. The outputs include the benefits, costs, and benefit/cost ratio that can be used for prioritizing improvement alternatives.
