FDOT D4 LOS Assessment Volume I (Broward and Palm Beach Counties)

The FDOT D4 LOS Assessment Report documents the existing and future projected daily LOS along major roadways in the five counties within D4: Broward, Palm Beach, Martin, St. Lucie, and Indian River. The 2014 existing and 2040 future LOS are derived for:

  • Strategic Intermodal System (SIS) corridors: Florida's high priority network of transportation facilities important to the state's economy,
  • State Highway System (SHS) corridors: roads under the jurisdiction of the Florida Department of Transportation, state-chartered expressway authorities, and other state agencies,
  • Other major county and city roadways.

In addition to LOS, this report provides estimated annual average daily traffic (AADT) and number of lanes information of 2014 existing and 2040 future projected conditions along SIS, SHS, and major non-SHS facilities. Estimated year of LOS F is also provided along SHS and SIS facilities.

Southeast Florida Road and Transit User Cost

Localized values for travel time and vehicle operating costs for the traveling public in Southeast Florida are critical to understanding and communicating the value of transportation improvements. These two components - travel time values (TTV) and vehicle operating costs (VOC) - together make up the majority of road and transit user costs (RTUC). The Southeast Florida Road and Transit User Cost (SEFRTUC) Study researched national sources and methodologies for TTV and VOC, and localized the values to best represent conditions in Southeast Florida. The study area included Miami-Dade, Broward, Palm Beach, Martin, St. Lucie, and Indian River Counties.

This study developed travel time values that can be applied to various travel market segments, and vehicle operating costs of various vehicle types for evaluation of benefits related to proposed transportation system improvements.

Study report, appendix, and the calculator tool are provided below:
